Luis Ramone was the villaneous alcalde of the pueblo whose personal ambitions always came first. He ruthlessly used his leadership position and authority for personal gain. Ramone was driven by the desire to get out of Los Angeles and to deserve his family's respect and attention. Fraud, lies and forced labor were only a few actions we saw him resort to in his attempts to achieve what he wanted. His obsession with unveiling Zorro became his demise.

A memorable appearance was also made by Ramone's identical twin brother in the episode titled The White Sheep Of The Family.

"Please speak to me alcalde, please...Very well Mendoza, I'll speak to you. Shut up!"
